Planning a literacy program

by Stephen L. Walter

Introduction

Most people find planning a literacy program to be much more difficult than it first seems. There are many factors and details that must be considered in making a good plan.

This module

  • introduces you to the issues and processes involved in planning a literacy program, and
  • provides a planning model to help you account for all the important factors in your plan.

The model presented here is based on the SIL SPAR model, although it borrows elements from Bhola's subsystem model which is specific for literacy programs. USAID (United States Agency for International Development) uses a planning model called the Logical Framework. Any of these models will provide you with good guidance.
