Summary
 

Presents historical overview of language policy in American Samoa since the nineteenth century. Indicates the compatibility of mother tongue literacy to existing oral genre. Maintenance of local control of education made possible the success of mother tongue literacy during the nineteenth century.

 

Introduction of English literacy in the twentieth century met with the opposite results, because literacy events were not under local control.
