In 1958, teachers began meeting annually to share their ideas and problems. As teachers tried to understand their common concerns, they found unity of purpose based on group choices. In the 1970s, the government decentralized school administration. Since 1981, teachers have asked to reestablish the conference to correct the confusion caused by districts following different policies and materials. | |
